This correspondence was directed by the Bel Marin Keys Community Services District Board of Directors unanimous decision to communicate the following issues to you. Specifically, that the Proposed National Wildlife Refuge Expansion (San Pablo Bay National Wildlife Refuge Expansion Act) will significantly impact how the Bel Marin Keys Community Service District (BMK) and local governments function to protect and maintain public safety in the community of Bel Marin Keys.

This Municipal Services Review (MSR) documents and analyzes the services provided by local
governmental agencies in the Novato area. Specifically, this report evaluates the adequacy and
efficiency of local government structure and boundaries within the region and provides a basis for
boundary planning decisions by the Marin Local Agency Formation Commission (LAFCo).
